Azerbaijan offsets geographic risks through infrastructure push

Azerbaijan offsets geographic risks through infrastructure push
01.10.2026 12:30

As a landlocked nation without direct access to the open seas, Azerbaijan has intentionally prioritized heavy investments in regional connectivity and critical infrastructure to minimize geographic exposure, Economy Minister Mikayil Jabbarov announced at the opening of the CAMCA Regional Forum.

Jabbarov noted that the expansion of the Port of Alyat, the Baku–Tbilisi–Kars railway line, the Baku Shipyard, and cross-border investments in foreign ports, terminals, pipeline networks, and fiber-optic corridors represent a deliberate sovereign choice. Outlining global economic trends, the minister noted that global GDP growth is slowing below prior-year averages due to Middle Eastern geopolitical shocks, counterbalanced by surging demand generated by artificial intelligence and digital transformation. Citing UNCTAD metrics, he underscored that international investors are consolidating capital into fewer, large-scale flagship assets where economies of scale dominate.

Highlighting energy dynamics, Jabbarov observed that Azerbaijan's hydrocarbon development is evolving into "green energy corridor" initiatives targeting identical end-markets, underpinned by deeper synergies with partners across the eastern Caspian shore and Western stakeholders.

Concluding his remarks, the minister emphasized that for the first time since restoring its independence, the South Caucasus is free from territorial conflict, unlocking historic pathways for sustainable economic convergence.
