One of the zones is in the centre of Paris where 130 people were massacred by IS fanatics last November.
Mr Péchenard, now deputy head of the Paris Regional Council with special responsibility for security, said the zones were "a chance for a massacre”.
Record numbers of Brit supporters are expected to travel to France as England, Wales and Northern Ireland have all qualified.
Four terror suspects were arrested in Antwerp, Belgium, as police raided homes in the port city yesterday.
They were held on suspicion of recruiting people to travel to conflict zones in Syria or Libya. Two were later granted a conditional release. No weapons or explosives were found.
