Russia's inner circle includes Türkiye, Saudi Arabia, Qatar, the United Arab Emirates, and Iran, Russian Foreign Minister Sergey Lavrov stated during the annual press conference on the results of 2023.

"If we are talking about our inner circle, then, of course, these are the countries of the Middle East: Iran, Türkiye, Saudi Arabia, the United Arab Emirates, Qatar,” Lavrov said.
